This was sent to the the Leader including a follow up no response
My points are:
Why doesn't the cabinet know how much is being spent on SEND improvement and development 10 point plan ?
Why is the leader not acknowledging my emails ?
If the leader of the council is ignoring me what hope is there for families?
I sent an email to the chair of the overview and scrutiny regards the agreed SEND review - again no response and that email was sent on the 1st July
Why is it all being kicked in the long grass ?
Residents have a right to know how the public purse is being spent : we are able to view the financial records under the 30 day window slot how can I If the leader won’t respond with when that timeframe is

Dear Jonathan,
I hope you are safe and well .
On the 15th July I sent an email that relates to the 10 point improvement and development plan and the financial costings attached . Alongside this I asked when the 30 day inspection period is to be able to exercise those statutory rights to inspect the accounts .
Unfortunately I haven’t received a response please could you respond to the requests

My line of questions relates to the 10 point improvement and development plan : what is the ball point figure of the plan . To date I’ve not been given this information only the link to the financial year accounts : this does not give the answer . How can cabinet endorse a plan if they are unable to tell residents the cost to the public purse and whether this is good value for money . I would expect any portfolio holder linked to their role and responsibility to be able to have this information readily available to reassure residents . A: When authorities have finished preparing accounts for the financial year they must make them available for inspection. There must be a 30 working-day period, called the ‘inspection period’ or the ‘period for the exercise of public rights’, during which you can exercise your statutory right to inspect the accounts. Where is this on the council website for reference and when is the LA 30 working day inspection period for East Riding . I don’t want to have to go to a journalist as an interested party to acquire this information. How can the LA expect service users to endorse something they are not given the cost of or any reassurance that lessons have been learnt regards a failing 2017 SEND restructure : which was now apparent wasn’t good value for money , if it was we wouldn’t need a 10 point plan . I raised my concerns regards the SEND restructure in many open forums across East Riding alongside some elected members : my views as usual fell on deaf ears . I am not asking these questions to be obstructive but as a local resident I have legal rights to inspect, ask questions about and challenge items on my authority’s accounts. Who is the local authorities auditor ? The perception is the Local Authority are not being honest and transparent with regards a 10 point improvement and development plan and how much of the public purse is attached to this. I look forward to your response BW Angela Empowerment for Parent Carers in East Riding
